Net Neutrality

You may have heard about net neutrality over the years. Recently, the concept has gone through some changes, and many would consider its underlying principles to be in danger of corruption or dissolution. However, the technical nature of net neutrality ethics makes it difficult to understand for the layperson. Read on, and the central themes and controversies surrounding the principle will be outlined and explained for your convenience.

The Theme

1. The IRS is enabling taxpayers to download their tax transcripts over the internet from the Internal Revenue Service. In Python, we can create three types of methods in a class:  instance or regular method, classmethod and staticmethod.  Instance methods are associated, as the name infers, with an instance or object of the class and take self as the first parameter.  Classmethods take a reference to the class, cls, as the first parameter of the class.  Staticmethods, for the most part, are convenience methods that could be declared as functions since they really do not have much to do with the class itself.  They were probably added at some time after the advent of Python in order to make the language more object oriented i.e. minimize the number of free floating functions.

Once again Java tops C as the number one sought after programming language on the internet.  According TIOBE Programming Community Index for February 2013 and five search engines: Google, Bing, Yahoo!, Wikipedia, Amazon, YouTube and Baidu, Java regained its position after being bumped by C in May 2012.

Despite the recent urging by the U.S. Department of Homeland Security of computer users to disable or uninstall Java due to a flaw in Runtime Environment (JRE) 7, Java, has increased its market share of all languages by (+2.03%) in the past six months. The jump in Java’s popularity does not come as a surprise as the Android OS claims massive success in the mobile space.  The top twelve programming languages listed in the index are:
